Jackie Hickam was born in 1903. She graduated from the Holston Institute in 1923. She attended Hiawassee College in Madisonville, TN, then Emory & Henry College, graduating in 1927 with a Bachelor of Arts degree. She became a schoolteacher, teaching in Greendale and Saltville, Virginia. After marrying William Cecil Pectol in 1929, she began to teach Sunday school at the Broad Street Methodist Church in Kingsport, Tennessee.
